Last week&#8217;s MCEF event featured participants from St. Louis and the DC area.<br />
The Marine Corps Executive Forum (MCEF) is one of the Commandant of Marine Corps’ Strategic Communication initiatives executed by <a class="zem_slink" title="Headquarters Marine Corps" href="http://en.wikipedia.org/wiki/Headquarters_Marine_Corps" rel="wikipedia">Headquarters Marine Corps</a>, Division of Public Affairs.  The intent of MCEF is to educate and inform influential civilian leaders with little to no exposure to the <a class="zem_slink" title="United States Marine Corps" href="http://en.wikipedia.org/wiki/United_States_Marine_Corps" rel="wikipedia">U.S. Marine Corps</a>, and little knowledge of the Marine Corps’ operational capability, current programs and future initiatives.  In Moline&#8217;s case, being off active duty for over 15 years combined with extensive business experience added to the day, along with the participation of 2 other former Marines.<br />
MCEF participants include senior executives from a broad cross-section of the business community, as well as community leaders, public opinion leaders, representatives from academia and the news media.  MCEF has proven to be a highly successful outreach program that has served to build relationships and strengthen the bond between the Marine Corps and America&#8217;s civilian leaders.  Hosted by the Commandant of the Marine Corps or his direct General Officer Representative, this one-day program allows civilian leaders an opportunity to familiarize themselves with Marine Corps’ operations, programs, key interests and initiatives.  MCEF participants meet with senior officials at the Pentagon and are briefed on Marine Corps operations throughout the world.  Participants have the opportunity to discuss critical issues, concepts and programs central to the Marine Corps, and offer their own insights and perspectives.  Each MCEF program consists of approximately 15 participants and a staff of 5 Marines.  MCEF participants travel to <a class="zem_slink" title="Quantico, Virginia" href="http://maps.google.com/maps?ll=38.5219444444,-77.2897222222&amp;spn=0.1,0.1&amp;q=38.5219444444,-77.2897222222 (Quantico%2C%20Virginia)&amp;t=h" rel="geolocation">Quantico, VA</a>, the Crossroads of the Marine Corps, and have the opportunity to experience Marine Corps aviation first-hand (a trip down memory lane in a <a class="zem_slink" title="Boeing Vertol CH-46 Sea Knight" href="http://en.wikipedia.org/wiki/Boeing_Vertol_CH-46_Sea_Knight" rel="wikipedia">CH-46</a> in this case), fire weapons systems (test-fire HK IAR, M16 A4, 9 mm handgun, and sound-suppressed 7.62 mm scoped sniper rifle.<br />
Participants also observed hands-on demonstrations and tour various locations in and around the Washington D.C. area with significant Marine Corps history.  Participants are responsible for their own travel arrangements and lodging to and from Washington, DC, while the U.S. Marine Corps provides transportation and logistical support during the event.  Central to the Marine Corps’ primary initiatives is Marine Week, which for 2011 will take place in St. Louis, MO.  For selection into the MCEF program, special consideration will be given to senior leaders from future Marine Week host locations in an effort to establish working relationships and engage them in the planning process for Marine Week.  Since the MCEF program is directed toward individuals with little to no exposure to the Marine Corps or the DOD, nominees should not have previously served in the military in the last 10 years, nor have been exposed to any of the military services&#8217; VIP, civic leader or distinguished visitor programs.  In an effort to build long lasting relationships, the Marine Corps maintains communication with MCEF alumni.  MCEF alumni are invited back to Washington, DC to attend special events or to participate in DOD level programs.</p>

<p><span style="font-family:Arial;">In 1993, while serving as Commander, Task Force Mogadishu, during Operation Restore Hope in Somalia, Klimp was selected for promotion to brigadier general and then commanded the Recruit Depot and Eastern Recruiting Region at Parris Island. <br />
Final command assignment was CG, Marine Corps Recruiting Command.  <br />
Upon retirement, he joined Phoenix House as Senior VP and director of its New York region.  Responsible for 40+ drug rehab programs, he supervised the treatment of about 2700 addicts daily. <br />
In 2005 he returned to Arlington as the President of GAMA, an association of space and water heating appliance and equipment manufacturers. <br />
In January Klimp led a merger of GAMA with ARI (Air-conditioning and Refrigeration Institute) <span style="font-family:Arial;">creating AHRI (<a class="zem_slink" title="Air Conditioning, Heating and Refrigeration Institute" rel="homepage" href="http://ahrinet.org/">Air-conditioning, Heating and Refrigeration Institute</a>) where he was the CEO.  In May 2009 he was asked by its board of directors to take on the leadership of Second Genesis, a substance abuse recovery program similar to Phoenix House.  He has been the President and CEO since then.  </span></span></p>

<p><strong>United States Marine Corps Rifle Creed</strong></p>
<p>This is my rifle.<br />
There are many like it, but this one is mine.<br />
My rifle is my best friend.<br />
It is my life.<br />
I must master it as I must master my life.<br />
My rifle, without me, is useless.<br />
Without my rifle, I am useless.<br />
I must fire my rifle true.<br />
I must shoot straighter than my enemy who is trying to kill me. I must shoot him before he shoots me.<br />
I WILL….<br />
My rifle and myself know that what counts in this war is not the rounds we fire, the noise of our burst, nor the smoke we make.<br />
We know that it is the hits that count.<br />
WE WILL HIT….<br />
My rifle is human, even as I, because it is my life.<br />
Thus, I will learn it as a brother.<br />
I will learn its weaknesses, its strengths, its parts, its accessories, its sights and its barrel.<br />
I will ever guard it against the ravages of weather and damage as I will ever guard my legs, my arms, my eyes and my heart against damage.<br />
I will keep my rifle clean and ready.<br />
We will become part of each other.<br />
WE WILL….</p>
<p>Before God, I swear this creed.<br />
My rifle and myself are the defenders of my country.<br />
We are the masters of our enemy.<br />
We are the saviors of my life.<br />
So be it, until victory is America’s and there is no enemy, but peace.&#8221;</p>
<p>&#8230;&#8230;..<br />
To this day, every time I pick up a rifle, the first line goes through my mind.<br />
